Time zones are object de!--script--ions in QSYS with type *TIMZON, so DSPOBJD *ALL *TIMZON would do it.

There's also an API, Retrieve Time Zone De!--script--ion (QWCRTVTZ) API, which can retrieve individually, generically, or *ALL.
