Is it possible to copy a txt file from the root directory to a QDLS folder? I tried copyfrmstmf, but that won't work because it's not a qsys.lib object.

Try the COPY command.

If you prefer traditional TLA's it's CPY. In QSH, it's CP (copy). May also be interested in the related MOV command or QSH MV.
