How do I reset the QSECOFR service tools password?

We did a STRSST (start a service tool) and found that we didn't know the password for QSECOFR. Next we did a Change IBM Service Tools Password (CHGDSTPWD) and reset the password to *Default. Now, of course, when we try and signon, we get the password is expired and need to change. But now we get a CPF4AB7 which says 'Service tools user ID password cannot be changed. Your system is configured to prevent a service tools user ID with a default and expired password from changing its own password.'

Any ideas what our next step is? How can we change this QSECOFR password?

Sounds like you're doing the right things. Have you tried a manual IPL? Or a function 21 to display DST? (Though I don't remember off hand if function 21 shows a DST signon or just takes you straight to the menu.) If all else fails, call IBM Support.
